It can if given at the wrong dose or for the wrong diagnosis or if abused. It can also cause some people to be "hyper" initially and then that side effect goes away.

My brother has taken concerta for over 6 years now and having him put on that medication was the best thing my parents have ever done. It has made HUGE differences in every aspect of his life. His ADHD is bad though. You can tell within 30 seconds if he has taken his medication yet or not. So the answer I would give you is no. If you actually need it, and aren't abusing it, it will help boatloads.
